NEW YORK: Edelman has named Tim Scerba as its new COO for Latin America. Scerba was president and CEO of Edelman’s operations in Mexico. In his newly created role, he will lead efforts to integrate client work in Latin America, and continue to run the Mexico City office.

LOS ANGELES: Pat Kingsley is stepping down as CEO of PMK/HBH, the publicity-focused agency that she cofounded in 1980. Partners Cindi Berger and Simon Halls will now become co-CEOs of the firm. Nate Schreiber, EVP of brands and events, will also be elevated to the role of president. Kingsley will continue working with clients in her new role as nonexecutive chairman.

WASHINGTON: Peter D.A. Carson, formerly SVP and co-founder of Ogilvy PR’s health policy group, has joined Powell Tate as EVP and head of the firm’s healthcare public affairs practice. Carson is a former chief of staff to Rep. Christopher Shays (R-CT). In other news, Jeffrey D.
