CHICAGO: Golin Harris has launched a new practice, Engage, to handle activism issues for its clients. Central to the agency’s new offering is the Golin Harris Activist Engagement Index which researches and monitors activist group activities, issues and communications continuously. Engage will be led by Scott Farrell and Mitch Head. Farrell is MD of the agency’s Chicago office, and Head is MD of the Atlanta office.

NEW YORK: The Virginia Racing Commission has hired CRT/tanaka to provide strategic counsel on increasing public awareness of the equine industry within Virginia, including promotion of horses as an agricultural commodity. Terms of the deal were not disclosed.

WASHINGTON: Qorvis Communications is providing strategic counsel and media outreach in the UK and US for the Russian firm MediaServices LLC, which operates the music file-sharing service AllofMP3.com. The deal runs through August 27, 2007, and is worth $25,000 a month.
